James 3:4 explains that a ship is steered by a rudder. The sailboat that Mayor Ritzo constructed was made from a rowboat, which doesn’t have a rudder. Instead, rowboats are steered by their oars. The mayor only took one oar, which was being used as the mast for his sail. As a result, he had no way to steer his boat to McCall’s Dock. The rules stated that the winner was the first person to tie up at McCall’s Dock, so the mayor was sure to lose. Mayor Ritzo did get across the lake slightly faster than the Dawn Skimmer canoes. However, the mayor was about a half-mile down the shore from McCall’s Dock. By the time he pulled his boat to McCall’s Dock, everyone one of the Dawn Skimmer canoes had beaten him.
